It also allows for a foreign company that does not yet have an affiliated U.S. office to send an employee in the executive, managerial or special knowledge position to the United States with the purpose of establishing one.

Understanding L-1 Visa Regulations
There is no annual limit on the number of L-1 visas issued. According to the U.S. Citizenship and Immigration Services criteria for L-1B visas, qualified employees entering the United States to establish a new office will be allowed a maximum initial stay of one year. All other qualified employees will be allowed a maximum initial stay of three years. Spouses and unmarried children of an L-1 visa holder can apply for an L-2 visa to join their loved one in the United States.
